Help with TimeZone error when calling WoCreateCommand

This payload is from an integration that has no issues on other DBs, but while deploying to a newly configured DB we experienced this issue.
How can we adjust payload? The TimeZone should be inherited from the WorkOrder.Customer entity we believed, and we are providing that in the payload.
