Error while executing Recall Command.

What is the cause of the below error occurrence while executing RecallCommand?

Error: "Type":"NHibernate.Exceptions.GenericADOException","Description":"could not execute query

Error: INFO: Mass Cancelation failed for HLOL0154197 because action is invalid against current Corrigo state. Recall Work Order operation failed. Corrigo Error Description: NHibernate.Exceptions.GenericADOException - could not execute query.

However, I see the workorder get recalled successfully in some cases.
